the wind rivers - community Development Plan

Nestled in the shadow of the Wind River range lies Pinedale, WY, home to White Pine ski resort. The resort provides much-appreciated access to winter-based outdoor recreation but is quite simple in development and amenities. To address this situation, I was commissioned by The Wind Rivers real estate group to draft a development plan for a proposed 80-acre land swap.


Touting a desire to maximize community connection and affordability, The Wind Rivers group encouraged a development that would appeal to outdoor recreation-minded, middle-class residents by offering affordable housing integrated with the existing resort infrastructure. The plans below were ultimately submitted to Forest Service for review.



SITE CONTEXT





Located immediately North of the ski resort, the site contains gentle, sloping hillsides and a few small valleys suggesting drainage issues. To the East, North, and West lie existing bike trails, along with a wintertime nordic ski track running throughout the parcel.



PROPOSED ZONING AND LAYOUT





Due to the existing site constraints (topography, trail networks, etc), the site relies on a series of winding roads that avoid common cul-de-sac isolation via mixed commercial and residential zones, along with the inclusion of the Forest Service’s required “Institutional Campus.”


1/2 acre single-unit residential zoning parcels were selected for more open space as desired by the outdoor-recreation demographics. The inclusion of a pedestrian-only street between the institutional campus and the existing resort works to draw visitors and residents alike out of their cars and into an attractive urban main street.



GREEN SPACE/TRAIL SYSTEM INTEGRATION





Zones encapsulated within valleys are reserved for green spaces intended to migrate drainage issues, preserve existing trail systems, and allow space for the development of new trail systems on an as-needed basis.
